Expanded Learning Opportunity Program (ELO-P)
Funded through Assembly Bill 130, ELO-P provides after school and intersession learning programs for qualifying students that focus on developing the academic, social, emotional, and physical needs and interests of pupils. Activities focus on hands-on, engaging learning, enrichment, and physical activities for qualifying students in TK through 6th grade.
Program Components
The ELO-P is offered through the Carlsbad Educational Foundation (CEF) Kids Care program.

Hours of Operation: 8:00 a.m. -6:00 p.m.

Students enrolled in an afternoon TK class or late owl K class may attend before and after school.

Students may be picked up at any time during the program.

Enrollment Process

Check “Yes” on the ELO-P included in the summer registration/data confirmation process completed through Parent Portal. CEF will reach out to families to confirm enrollment.

Student Eligibility for free ELO-P Enrollment

Students enrolled in CUSD schools in TK-6th grade.

Students eligible for free or reduced-price lunch, as determined by the Household Income. Applications for free/reduced meals can be found on the district’s website nutrition page.

Students classified as Foster Youth.

Students experiencing homelessness.

Students who do not qualify for free enrollment based on these criteria may still participate in the fee-based Club Kinder or Kids Care programs.
